Plumeria Cutting
I live in LA basin; Plumeria trees grow here. Last winter VERY cold. My 3 ft tree potted last Sept looks bad
"Y"-shaped tree, 2 limbs mottled green with some bare wood.
Trunk looks OK, not great. What to do?
Wait & see? Cut the 2 limbs off? Pray? Buy a new one? Water or not? What?

i would wait and see if it is obviously starting to mush, or rot is the stem or branches turning soft or darkening? if so i would say to cut off the branches and the rot and try to root the healthy cut...plumerias are nice with so many fragrance and colors why not buy another one though, just in case 
oh and i woudnt water it either until the weather warms up and the sun wants to stay out, plumerias dont like to be wet so make sure your soil is also well aerated and drains well or the roots will drown and starve for oxygen and then comes the rot
